Life's hard when you're the smartest person in the world.
Dr. Ivo Robotnik is a literal genius, with five PhDs and an IQ that's "off the charts." With an ego to match, it can create a pretty dangerous combination. The man is a strange one indeed, and despite his incredible skills and impeccable track record he's generally a last choice when sent out on jobs for the government. Deemed a "psychological tire fire" by the very people who employ him and are loath to utilize him, Robotnik is still a pioneer of revolutionary drone technology and there's nothing anyone can do about it.
Like any good (or bad) villain he's got himself an origin story: when a bully punched him in the face as a child it showed him just how cruel the world was. He determined he had no choice but to utilize his intelligence to be nothing but cruel in return in the face of a world that stood against him, and he's carried that through his life. He's rude, dismissive, and likes to lord his intellect over others at every chance he can get. If he gets the opportunity to insult someone, he'll certainly take it. He gets frustrated easily as well, often finding the need to yell at someone.
He vastly prefers the company of robots, referring to the ones he built as his babies, and treating them a hell of a lot better than he'd ever treat a person. He constantly talks about how much better they are. Robots, after all, don't have all the problems people do. Humans are largely too stupid for him, and he's certainly not afraid to tell them that. Constantly, even. His machines are everything to him.
While he's certainly not the most pleasant person to be around, it doesn't mean he can't have fun. He's particularly fond of music, and has a large collection of playlists to fit a number of moods. Sure, those moods might include "Heavy Metal Bombing Over Babylon" and "Soulful Chamber Music of Oppression," but they're moods. To go along with that, he likes dancing, and is happy to bust out a few moves while he's working. While he generally hates people, he can occasionally be something resembling nice to his assistant, Agent Stone. Even if that just means screaming at him about how much he loves his fancy lattes.
Despite his scientific (and assholish) nature he's incredibly eccentric and even playful, making robot noises or pretending a virtual t-rex has bitten his head off. He's loud, dramatic, poses a lot, and makes a lot of faces, as a character portrayed by Jim Carrey is wont to do. His insults often enter the realm of "very very silly" and he's not afraid to make a bad pun every now and again. But while he's silly, he can also be particularly threatening. He might seem like a cartoonish villain, but he has absolutely no issue with potentially causing property damage or injury or death (or "worse," according to him). He can be slapstick one moment and ready to have his robots shoot to kill the next.
When there's something he wants, he can be very singleminded and obsessive, causing more logical solutions to fly out the window as he relentlessly tries to hunt down his prize. At first, he's just sent in for a job, and he's more interested in throwing his intellect around as he works to stop the threat. As he finds out just what he's after and how much power it has, he decides he needs it for himself, and that becomes his main focus over anything else. He'll stop at nothing to get that power, utilizing every resource he has to pursue it, whether it's a good idea or not.
His obsession is what ultimately causes his downfall, and eventually he's defeated by the very creature he's been trying to stop (and the power of friendship). However, he's extremely persistent, and he won't let a little thing like losing stop him, even if everything he's worked for ends up destroyed and he finds himself marooned on a distant planet. Downfall? What downfall? He'll be home by Christmas.
